Long ago, humans and monsters faced each other in a great war, and monsters were sealed away from the surface, deep underground. The only way the monsters will be able to escape is by harnessing the power of human souls, and to collect these souls, the underground realm of monsters has a special team dedicated to hunting down humans that fall into the underground. Papyrus, being a very persistent monster, had a dream of being a great (indeed, the greatest), Royal Guard. A few years prior to the beginning of the story, Papyrus started out on his quest to become a guardsman, and relentlessly pestered the head of the Royal Guard, Undyne. When Undyne finally relented to his pleading and agreed to begin training him, the skeleton became confident enough in his abilities that he hatched a plan to capture a human, so he may gain Undyne's approval, enter the Royal Guard, and generally become a super cool, popular guy. When the main character, Frisk, enters Snowdin Town, Papyrus finally has his chance.
As Frisk travels through Snowdin, Papyrus is alerted to their presence by his brother, Sans, who plans to cheer his brother up by showing him the human he so desperately wishes to capture. This plan goes swimmingly, and Papyrus eagerly creates puzzles to confound and confuse the human into becoming imprisoned by him. Unfortunately for Papyrus, he ends up having so much fun creating puzzles that he does not realize that he has become attached to Frisk. He still knows that he has to capture the human so that he can finally become a Royal Guardsman, but he is having so much fun with Frisk that he realizes he'd rather be friends with them than have to capture them. After a 'difficult' fight, Papyrus relents and decides Frisk is too powerful to capture. Thankfully, Frisk befriends him, and eager to help his new human companion, Papyrus tells Frisk the exit out of the underground is located in the king's castle.
Soon after, Papyrus tries to tell Undyne the good news and reassures her that the human does not need to be hurt. Undyne refuses to listen to him, and torn between his friendship and his duties, Papyrus chooses friendship. He pretends to help Undyne while also attempting to help Frisk escape from her, and eventually, realizes the two of them would be great friends! Undyne eventually has to let Frisk go free.
Along the way, Papyrus has many adventures with his new friend, going on 'dates', introducing Frisk to Undyne, and phoning Frisk in order to keep tabs on their adventure. In the meantime, Papyrus receives encouragement from his other 'friend', a flower known as Flowey. Not realizing the flower's true evil intentions, Papyrus calls his friends over to Asgore's castle so that they all may help Frisk. This allows Flowey to capture them all and use their souls, along with the souls of the six humans before Frisk, to restore his true form as Asriel.
Thankfully, Papyrus and the others are saved from their fate when Frisk calls out to their souls, restoring their memories and saving Asriel from his destructive tendencies so that he may destroy the barrier. Papyrus comes to without much memory of the events that had transpired, but offers Frisk support, finally learning his human friend's name. He joins Frisk and the others on the surface world, and becomes the mascot for Frisk's plan to make peace between humans and monsters. He lives along with the others in harmony and adapts to the surface world at the end of the story.
Personality: Papyrus is, quite simply, confidence incarnate. He has no real reason to be. He is immature for his apparent age, and can be a bit silly and foolish. He thinks everything he does, from fighting to cooking, is amazing, and believes he is popular and cool despite all the evidence to the contrary. He always makes pasta that is inedible, according to his brother, but he still insists he is a great chef. He has no friends besides his brother at the beginning of the story, but knows that everyone would want to hang out with someone as awesome as him. He remains almost stupidly sure of himself even when surrounded by evidence of his failures.
Despite all this, Papyrus does have some things he should be proud of. He is optimistic and friendly, generous and understanding. He 'takes care' of his brother, Sans, and easily befriends Frisk even when all signs say they should be enemies. He very much wants to be popular, but when he gains friends, he does not use them or abuse them; instead he cares for them too, giving them advice, loyally protecting them, and generally helping however he can. His confidence leads him to try his best at absolutely everything he does, and shows that he can be quite competent when he puts his mind to something. Even when someone expects him to be someone that even he feels is hard to accomplish, such as when Frisk tries to date him, he tries his absolute best, and tries to fall in love with his human friend before trying his best to make sure Frisk handles his rejection well.
Of course, as confident as he is, he is still a young adult in monster years, and there is much about the world he does not understand. He trusts those who are cruel and manipulative, such as Flowey, because he believes in the goodness of others. Though he has magical abilities and talent in fighting, he is hopelessly innocent, and if he actually was expected to fight someone seriously, he wouldn't be able to properly defend himself. He loves others, and believes in them, as deeply as he believes in himself. He's just too good to really face anything bad. His brother, Sans, is trying to spare him from that darkness, and so though he knows Sans is depressed and struggles with nightmares, he knows nothing about the causes of that depression and how the world may be reset. He doesn't understand why other people see the world as so awful and dark. He is worried about his brother, about Frisk, about all of his friends...
But the Great Papyrus believes in them. Any friends of his will face any obstacle and meet their goals as long as he is cheering them on. And so he'll keep the darkness at bay with his almost endearing boastfulness, and help all those that he can help, even if he will never understand their problems. That's what a cool guy does.
Powers/Abilities: Though monsters have weak souls, they have special magical abilities. Papyrus is no different. He is able to send out bones as projectile weapons, and is able to manipulate the gravity of a human soul with his 'blue attack', which causes the soul to have a type of 'weight' that means his attacks need to be avoided by jumping the soul over them.
It is suggested that he also has the ability to use Gasterblasters, or skeletal floating skulls that can send out extremely powerful energy blasts. He has, however, not used them in game, and likely would not unless pushed extremely far.
He has incredible control over his magic, and can halt his attacks or prevent them from causing pain if he gets his opponent to the last of their health.
...He can also spell out super cool words with his bones.
...He's really good at making simple puzzles?
